Not a very Mellow Yellow Monday

A ‘Messy Monday’ picking up rubbish. The usual cans, bottles, plastic, ice-cream wrappers etc but what I did worry about was the ‘Powergel Buster’ pack with ‘DANGER EXPLOSIVE’ written on it! Anyone have any idea what this might be used for also where has it come from?
