It is quite annoying when you 'can't get there from here'and have to take the long way around! Nice catch for the meme.
Those barrier sections always seem to favour some yellow element. Looks as if this is only temporary till the bigger and better is available.
Looks like they have a red barrier next to the yellow one...maybe someone was getting a bit decorative :-)
